Britain and France to Deploy Troops to the Country in the event that a Ceasefire Accord is Finalized

The London and Paris have signed a declaration of intent concerning the deployment of troops in Ukraine if a peace deal be struck with Moscow, the UK Prime Minister, Keir Starmer, has announced.

Subsequent to discussions with allied nations in Paris, he noted that the allies would "create military hubs across Ukraine and build protected facilities for arms and equipment" to discourage any subsequent incursion.

The allied nations also put forward that the America would assume leadership in verifying a truce.

The Kremlin has repeatedly cautioned that any foreign troops in Ukraine would be considered a "valid objective", but has not yet commented on this new declaration.

Background and Continuing Conflict

Moscow's leader Vladimir Putin launched a full-scale invasion of Ukraine in February 2022, and Russia currently holds roughly 20% of the country's land.

"This constitutes a crucial element of our pledge to support Ukraine for the foreseeable future," stated the UK Prime Minister.

National leaders and senior officials from the "Coalition of the Willing" were involved in Tuesday's talks.

Addressing reporters at a shared media briefing, the Prime Minister further said: "It paves the way for the juridical structure under which British, French, and partner forces could work on the ground in Ukraine, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the time to come."

The UK prime minister went on to say that London would take part in any American-headed confirmation of a possible ceasefire.

Defense Assurances and Negotiation Stances

Senior Washington representative Steve Witkoff stated that "durable safety pledges and strong economic promises are critical to a lasting peace" in Ukraine – alluding to a major condition made by the Ukrainian government.

Witkoff indicated the coalition had "substantially agreed on" their work on establishing such guarantees "in order that the people of Ukraine know that when this conflict ends, it ends for good."

Jared Kushner, former American President Donald Trump's representative, also was involved in the talks.

Meanwhile, President Macron Emmanuel Macron stated that Ukraine's partners had made "significant advances" at the talks.

He added that "strong" safety pledges for the Ukrainian government had been agreed in the event of a prospective truce.

Ukraine's leader Volodymyr Zelensky commented that a "major development" had been made in the negotiations, but cautioned that he would only view efforts to be "adequate" if they led to the end of the fighting.

Recently, he said a peace deal was "90% ready". Agreeing on the last 10% would "determine the fate of peace, the fate of Ukraine and Europe".

Unresolved Issues

  • Land and security guarantees have been at the forefront of unresolved issues for diplomats.
  • The Russian President has repeatedly warned that Ukraine's forces must pull back from all of Ukraine's eastern Donbas or Russia will seize it, refusing any concession over how to end the war.
  • The Ukrainian President has thus far excluded ceding any land, but has floated the idea that Ukraine could pull back its forces to an agreed point – but only if Russia follows suit.

Russian forces presently holds approximately 75% of the Donetsk region and around 99% of the adjacent Luhansk region. The areas form the heartland of the Donbas.

The earlier US-led comprehensive peace plan that was widely leaked to the media last year was perceived by Kyiv and its EU supporters as being strongly biased in Russia's favor.

This sparked a period of intensive negotiations – with Ukraine, the US and European leaders trying to revise the draft.

Recently, Kyiv sent the US an new proposal – as well as distinct documents detailing potential security guarantees and plans for Ukraine's recovery, Zelensky added.
